HOW TO-SUMMARY INTERNATIONAL TENDER EXCERCISE 

Summary-International Tender Exercise to Resurrect-create a 4000 Sq Mi Mozambique-Elephant-Coast-Wildlife & Botanical National Park 

This is a brief introduction-summary to the more detailed (20 page) treatise "INTERNATIONAL TENDER OPTION FOR RESURRECTION OF MZB'S EC II, is a 'thumbnail' summary thereof (available on request).

The overall billion-$-green development project would stretch over some six or seven years, in three major phases.  The first (Phase 1) entails finding an international Funding-Partner-developer-operator to join landowner Government of Mozambique (GoM) via an international Tender approach, needing an order of magnitude $5-to-10 million, with an activity duration of eight to ten months (w/funding in hand) including bringing on board the major International Engineering-Manager (EM) team, as a London-Bechtel-WATG-Horwath (or equal) who did the 1995 feasibility study which led to GoM’s approval of the 914 Sq Mi Elephant Coast I (EC I) development in October 1996, and would oversee-ram-rod the project. 

Then (Phase 2) the International Tender selected GoM Funding-Partner-prime-developer-operator(s) comes aboard, with an order of magnitude $300 million project funding, to fuel the EM’s kick off of the project w/design, front end infrastructure installation, advance the project (rail, trans-locating in wildlife, etc.) up to a secondary Tender-auction to select the Phase 3 laundry list if designer-builder-operators (sub-concessionaires) for the individual tourist sub-concessions mainly wildlife-watching safari lodges but also a sea-sand-sun tourist enclave of facilities in the north Inhaca Island, Machangulo Peninsula, sheltered inner bay west including the world first Learjet-set-bedroom community-in-an-African-Big-Five wildlife sanctuary on the eastern two thirds of the 40,000 acre Peninsula.   

Nominally Phase 3 starts 12-18 months after project initiation-break ground (into Phase 2), with the project EM and GoM’s Funding-partner-developer-operator both on board.  Phase 3 is selecting of, then their funding-build- out of individual tourist facilities by second level sub-concessionaires while the GoM’s main Partner-developer-operator funds the EM et al to complete   simultaneously work up to the `ready-for-going-into-tourist-operation’ on  an international-world-class tourist destination, four or five years on. 

This `thumbnail’ (and the 20 page presentation) focuses on the now critical path Phase 1 international-Tender-exercise‘s critical path (CP) events as:

(1) Critical Path (CP)-1-obtain IRS 501 ( c) (3) designation (done Jul 08).

(2) CP-2-raise (order of magnitude) charitable (or otherwise) $5+ million.

(3) CP-3-w/$ in hand, approach GoM to resurrected 4000 Sq Mi concept.

(4) CP-4-get GoM to agree to do it via the International Tender route.   

(5) CP-5-hire the for project duration international Engineer-Manager (EM)

     but initially to organize-ram-rod the international Tender process.

(6) CP-6-EM et al carry out Tender process, selecting GoM’s Funding-

     Partner-developer-operator(s) to launch the development (five-six year

     process) to create Mozambique’s CPD safeguarding National Park.

A why bother thumbnail sketch:  The proposed National Park development is  inimitably world class unique.  The entire 4000 Sq Mi is within the limits of the Maputaland Center of Plant Diversity (CPD).  CPDs as created under the International Biodiversity Accord signed by the world’s Heads of State at the UN’s Rio 1992 Earth Summit to create the botanical equivalent of the Endangered Species Act which protects threatened mammals, birds, fish and reptiles but CPDs to safeguard 250 of the most exotic surviving botanical regions worldwide, 84 in Africa.  But this project not only safeguards native-and-unspoiled for future generations the CPD (as UN mandated), but connects to the already world’s largest 38,500 Sq Mi Grand Limpopo Trans-frontier Park (GLTP) of the amalgamated Kruger National Park (NP) in South Africa, Gonarezhou NP in Zimbabwe, Mozambique’s emerging mirror image Limpopo NP, as such could save the sentenced-to-death 5000 Kruger elephant (for overstocking).  It would produce a green-cash-cow for Mozambique, bring salvation to the barely surviving barefooted-reed-hut-dwelling locals, create what would compete strongly as the number one wildlife watching destination in the world, challenging East Africa’s Serengeti ecosystem with a Noah’s Arc kaleidoscope of endangered African wildlife, with 50 miles of starkly beautiful Indian Ocean coast and much much more.
